How to use this
One page per phase: the inspections you'll call, what to verify before you call them, and the red flags that fail jobs. The rule that pays for this document: nothing gets covered before it gets inspected.
Permits, NOC & Erosion Control
Record the NOC, pay permit fees, set silt fence, temp construction fence and the temporary power pole. The jobsite comes alive.

Red flags:
No silt fence before disturbance โ first thing the city looks at
Permit board not posted and visible from the street

Survey, Soil Treatment & BFE
Boundary/topo survey stakes the duplex exactly on the lot; termite pre-treatment and the flood-zone elevation paperwork start here.

Red flags:
Stakes moved by trades and nobody re-verified
String lines not matching the site-plan setbacks
Finished-floor elevation not confirmed (flood zone AE!)
Pad compaction not documented
Footings, Stem Wall & Grounding
Excavate, form and steel the footings, set the Ufer ground, then bring the stem wall up out of the flood plain โ the duplex starts above BFE.
Inspections to call:

Stem wall โ columns/shear (0196)
Red flags:
Rebar sitting on dirt instead of chairs
Laps shorter than 40 bar diameters
Ufer ground not tied to 20 ft of footing steel
Trench bottoms not clean or not to depth
Concrete ordered before the steel inspection passed
Under-Slab Rough (Plumbing / Water / Electric)
Fill is compacted inside the stem walls; DWV for BOTH units, water services and under-slab conduit go in the open trenches โ inspected before anything is buried.

Red flags:
Pipe slope eyeballed, not checked with a level (1/8 in/ft)
No pressure test on the lines
Trenches backfilled before the inspector saw the pipe
Sleeve locations not matching the plan
Ground Floor Slab
6-mil vapor barrier, welded wire mesh on chairs, then the 6" ground-floor slab pours inside the stem walls โ first of THREE structural decks.
Inspections to call:
Slab / reinforcing โ pre-pour (0136)
Red flags:
Rebar/mesh lying on the vapor barrier
Torn visqueen not taped
Missing plumbing sleeves
Forms out of square
Concrete ordered before inspection approval
No photos before the pour
1st-Story CMU Walls
Block goes vertical: both units' first-story walls with ladder wire every other course, verticals stacking off the footing dowels โ party wall included.
Red flags:
Vertical rebar missing from cells the plan marks FILLED
Bucks out of plumb or wrong rough opening
Mortar joints over 5/8 in
Block laid past the lift the inspector approved
1st-Story Columns, Cells & Tie Beam
Verticals grouted in the cells, lintels set, and the first tie beam poured with doubled ties at every corner. The special inspector signs the structure.

Lintel
Red flags:
Cells poured without the inspector seeing the steel
Corner ties not doubled per the structural notes
Lintels short of bearing
Tie-beam formwork not braced
2nd-Floor Structural Slab
Shoring forest goes up, the B-100 beams and deck reinforcing are placed, every riser gets its sleeve โ then the 6" second-floor slab pours over your head.
Inspections to call:
Slab / reinforcing โ 2nd floor (0137)
Engineer / special inspection report (0526)
In-progress elevation certificate (6406)
Red flags:
Shoring spacing wider than the plan
Deck steel walked out of position
Beam bottoms not inspected before the pour
No re-shore plan for below
2nd-Story CMU Walls
Round two, one story up: second-story block rises off the new deck, verticals stacking directly over the cells below. Scaffold, wind and logistics.
Inspections to call:

2nd-Story Cells & Tie Beam
Second-story verticals grouted, the top tie beam poured with its corner ties, parapet dowels and every embed the roof deck will need.

Roof Deck & Terrace โ choose membrane
The lid: B-200 roof beams, 8" structural deck sloped 1/4" per foot to the drains, parapet walls, railing and ladder embeds. Pick your membrane system while it cures.

Slope to drains not formed (1/4 in/ft)

Flat Roof Dry-In (Membrane)
Primer and base sheet tin-tagged, then your membrane goes down over the deck and up the parapets. The duplex is weather-tight.
Red flags:
Membrane laps short or rolled over dust
Parapet terminations not per detail
No dry-in inspection before trades load the deck
Ponding after first rain not investigated
Impact Windows, Doors & Garage Doors
Bucks anchored, then the impact windows, sliders, entry doors and the two white-with-glass garage doors โ every unit installed per its NOA.
Inspections to call:
Window/door framing (0276)
Windows/doors (0376)
Red flags:
Windows without NOA labels on the glass
Anchors not matching the NOA schedule
No shims at meeting rails โ sashes rack
Flashing sequence wrong (sill first!)
Rough-In: Plumbing ร2 Units
Two full plumbing systems rise through two stories โ supplies, DWV through the roof, and the top-out test holding water when the inspector walks in.
Inspections to call:

No test gauge on the top-out
Traps missing or double-trapped
Nail plates missing where pipe crosses studs

Rough-In: Electrical & Services ร2
Two panels, two services, branch wiring through two stories โ all bonded back to the Ufer you buried in phase 3.

Rough-In: Mechanical ร2 Systems
Two AC systems: air handlers, condensers on pads, ductwork with linear diffusers, dryer and bath exhausts โ sealed tight for the blower door later.

Condensate slope wrong or no float switch
Equipment below flood elevation (AE zone!)

Interior Framing, Furring & Ceilings
Partitions frame out both units on both floors, furring goes on the block, ceiling grids reconcile with the ductwork overhead. Blocking now, not later.

Hang and screw two units of drywall โ the screw pattern is inspected BEFORE mud โ while lath wraps the outside for stucco.

Meters, Power Release & Backflow
Utility sets TWO electric meters and the water meters; backflow preventers go in with their certified test tags.

Meter can not matching the utility spec

Driveways & Site Drainage
